You can go through all my emails sent to you and also to your office. I have not received any positive response. I informed you in all my emails right from the beginning that I shall not be in a position to pay any Conversion charges or service charges at present. I told that I am a slightly disabled person and very poor and also aged around 63 years old with so many health problems. I wanted you to remit the amount to my bank account already furnished in my earlier emails. I do not
understand, why no consideration has been given in remitting the winning proceeds to my given bank account, by waiving the customs clearance and other service and conversion charges. Your office also has the privilege and liberty and have authority and arrange the payment of Rs. 35, 000/- . I do not know to whom they will consider and give concessions. All the requests and appeals of mine, you can glance through the below mentioned emails. No positive reply has been received so far.
Your Office should honor the Award Winning candidate and see that his proceeds of amount to reach his destination i.e. his Bank Account safely. As you know, this World consists of people who are affordable and unaffordable, poor people and average people, middle class people, upper-middle class people and rich and very rich people. How can your office expects the Award Winning candidate should have money, of course he may be a poor and very poor person, and young, middle aged and aged persons, good health persons and non-good health persons. Most of the people in this world are poor people only with lot of poverty and uneducated. So, in this aspect, you can judge and understand the persons agony and see that the Prize Money Winner to be given his money as per winners choice and his destination, without asking and troubling him for bearing any type of amount i.e. Service charges/customs clearance charges/Agents charges/Diplomat charges/courier charges or any other Bank charges or transport charges etc.
Even now also your office can arrange remittance of the winning proceeds/amount to my given PNB Bank account, already given in my earlier emails. Please consider my request on humanitarian grounds. You can give instructions to appropriate officials/Diplomats or can arrange charges on my behalf through your accredited Representatives/Diplomats and arrange remittance of my winning amount.
Immediately, now it is not too late, your office people should arrange somehow or the other, the remittance of my winning amount to my given bank account.
I shall be awaiting a positive and correctly judged decision from your side on a favorable side to me.
I have sent several emails requesting your Dept. to consider my request for later debiting of conversion charges or later accepting the charges involved in this transaction. I have not received any detailed emails from you till now. You can glance through my detailed emails wherein I have projected my so any problems including the handicap of mine amongst other problems. So far, no detailed reply nor action regarding putting up my file to higher officials for consideration of my request and appeals for remittance of rupees to my PNB Bank account at Hyderabad (Andhra Pradesh) India, has been taken.
I don’t know why the staff of your office is showing such a rigidity and unfavorable to me. If your office thinks, to consider my appeal for remittance of rupees, it can easily be approved, without any hesitation without any delay. I think, your officers and staff are not bringing the matter to their respective higher ups. Now, it is not too late to act amicably. I request to consider my appeal and reply favorably to my email and also to go through my earlier detailed emails, for considering my case. Also, I have not received any copies of documents or certificates of Award or Winning certificate or any type of paper from your side. How can one take into account the trueness of this transaction in any other case before making conversion/customs or any other charges without having any documentary proof?
You may kindly consider my request for remittance of amount to my bank account, by bringing the matter to your higher officials and also to the Chief Executive Officer. You Chief Executive Officer has full powers of financial delegations to permit the transfers of amount and also for adjustments later. If approves, the amount could be transferred or remitted at once. You may consider rethinking of this issue and consider later deduction of charges, after the amount is remitted to my account in rupees.
I expressed my inability to pay the charges. You may consider remittance by helping me in this regard and to use some rules and acts, in adjusting the charges or some alternative sources as per provisions.
Please do something in this case. As promised earlier, I will definitely help people who help me in this need of hour. I will keep up my word. Also, I will help poor people who are unaffordable children for their education and also meet medical expenses towards elderly people and children. Part of the amount also I will utilize for Charity purposes.

Right from the beginning I have been telling about my inability to pay any charges. You can find out right from the first email notes regarding my appeal to bear the charges, if any.
All the original documents/certificates and other Award Winning certificates may please be couriered to my House address.
I assure you that I will use part of the funds for poor unaffordable children primary education, unaffordable children/adults medical expenses, Handicapped, unaffordable students higher education etc. Finally, I request you to take special care in this regard and help me out by arranging conversion charges from your RBIs other sources. I tried all my sources and not in a position to raise any money, as I am 63 years old and also unable to freely walk due to my knee operation from a fall out and handicapped. I am just managing the daily affairs on hand to mouth basis. I am retired from private and no savings for me of whatsoever nature it may be. At present, I have no pension, no savings and no amount. Moreover, I am looking after my ailing mother as she is 84 years old now. I too have to provide her all the medical expenses regularly. As such, I am completely tied-up and confronting financial component problem and unable to raise any type of money for matters like this.
Please use your good office in helping my case through payment of conversion charges and arrange remittance of rupees to my given PNB Bank Account already given. Please do the needful in need of time. I shall repay all the amounts or even can repay higher amounts for who helps me at this crucial time. Even, I am prepared and would pay substantial good amount that helps me in time, at this crucial period.
Your office can use its discretion of powers to remit the amount after converting into Indian rupees and then give directives to PNB to remit back such charges. Your office and CEO have all powers to do this and can use its financial delegation of powers in cases like this.
My relatives are not willing to help me at this age, because somehow they are reluctant to give. Moreover, this is a big amount and we being the middle class poor people purely dependant on private jobs will not be in a position to raise any money, for purposes like this. Moreover our people have enquired from Local RBI and RBI Hyderabad indicated to us as follows: For this reason only, our people are not able to give me money for this conversion charges purposes.
RBI indicates like this:
