Delay in issue of domestic use cylinde

We registered through phone for the supply of cyclinder on 20-9-09.but till now (11-10-09) we have not received the cylinder and they are not reponding for our phone calls and oral enquiry to their office .kindly take necessary action to supply cylinder as per the government rules.
