This lottery program is true or fake?

Respected sir,

One of my brother won this lottery recently.and he responded according to the lottery process. The company processed the winning prize to ''FIRST BANK NIGERIA''.Now the bank officials said that, to send 750usd$ for the delivery of the cash prize.

SO, my doubt is, if my brother send 750usd$ to this bank for delivery process, if they will not send the prize money. Then what is the way to get back our delivery amount? It's not a complaint, but just for clariffication.
