Delay in Income Tax return

I had filed my Income Tax Return for the year 09 under receipt no.8711004388dated 06-10. But till date I have not received my refund of Rs.11612/- (Rupees eleven thousand six hundred twelve only) which has been deducted by the Avion systems Pvt Ltd, Mumbai. When ever I enquired from income tax office, they said website is not supporting the office who deducted income Tax & they are trying to approach. I also put a Grievances request to income tax officer four month ago, that I required money for my young children education. All required documents for refund of income tax already submitted to your office in advance.
