Not taking double cylinder request since last 5 years

We are trying to book double cylinder since Jul but till date our distibutor Jagadamba Gas Service which is also in Paddapukur is not ready to take the booking for double cylinder. My Consumer no. is 887 & SV no. is 5393349. We have Bharat gas cylinder since 13thMar96. It is in my father name-Mr Uday Shankar Chaubey. Kindly take necessary steps on top priority baisis and resolve the same.
