Un-necessary Penalty Charges

I purchased a Bajaj Pulsar 150 cc bike on January 1st 2006 fincanced by Bajaj Finance. And as per the agreement I was supposed to make a payment for my installment through Post Dated Cheques on 15th of every month. The very first installment for the month of February was never debited from Bank Account. Because of which Bajaj Finance agent collected cash from me in March and he told me that they were facing some issues with bank because of which they were unable to withdraw money from my account. And now when I'm requesting them to issue me No Objection Certificate (NOC) after completion of all my dues, they said that I have Penalty Charges for Rs. 500/- on my account because installment for February was dishonoured. However, I had sufficient balance for the installment due in February and now I have submitted all my documents stating that my account hold sufficient Balance in my bankaccount, still they are delaying in issuing me NOC.

Moreover the Loan Statement generated by Bajaj Finance states that cheque for February was presented to my bank on February 6th and cheque was returned on February 13th but my installment was due on 15th of every month. This kind of transactions reflects the unethical and casual attitude of the company.

Please help me in clearing all my dues and issuing me NOC for my loan.
