Not Accepting Passport Form

I am a student of CMR Institute of management studies. I am born and brought up in Assam and right now doing my MCA. I need my passport for my future career. For the last one month i am trying to submit my passport form in indiranagar and hennur branch of "BANGALORE ONE". They are telling me to get all sorts of documents and i tried my best to get all doccuments, and i got and produced there. At last last week they told me, " You are from assam and we can't accept your passport. People from north east are not allowed to make passport. You need a nationality certificate " I really didnt understand whats wrong in me being from assam. I am a Indian by birth, and what nationality certificate should i get???
