Website Failures To Accept Clerk Recruitment Online Application

I am prashant kumar jha. I am trying to apply for Bank of India's Clerickal post. I have also taken challan from Bank after payment of Rs.250 but due to failure of website i am unable to apply online and there is no any other mode of application.

So i wanted to lodge a complaint against bank recruitment board. Pls help me how can i lodge a complaint a what will be the procedure
