Nonacceptance of registration for gas delivery

My request for refilling was fulfilled after 6weeks. My second cylender is now empty. The agency{Remya Gas, Changanassery, Kottayam district, Kerala) insists that they shall accept my request for refilling only after 21 days. How can it be justified?
