Compulsory gas purchase

Hi..

After running for many days when i finally got a cylinder... the guys are asking me to purchase a Gas with cylinder on site that it is mandatory for everyone and is companies rule to do so... however i'm already carrying a new gas... purchased just a couple of months back?

What should i do?? Is it compulsory..as they are asking to deposit 3000 Rs for those..

Please help!
