I have a LPG connection of Bharat Gas at my home town. Being a Military Officer and presently posted to Jammu & Kashmir Sector, I was not granted leave for almost one & half years and hence the LPG cylinder at my residence could not be consumed. Now, that it has been consumed, I went to the dealer to book a refill. The dealer said he could not book it unless I pay Rs 200/- for not booking a refill for a long time. He said on payment of Rs 200/- you would get half kilo of tea free or one LPG tube free. He also asked me to sign an attestation and pay the amount, which I obviously refused. I insisted them to show me the Company Circular or Company Rule Book Copy through which they are charging from the Customer for slow consumption. The dealer could not furnish the document I sought and asked me to come at a later date.
Can a customer be charged for slow consumption?
