Rude and careless response

Me, in our family have two different comsumer no.'s form bharat gas and livin in joint family, normally a cylender of 14.2 kg runs around 20.23 days. Our distributors are M/s Ambica Gas, Sikar Road, Jaipur and they hardly pick up the phone once in a time of constant dialling for more than 40-50 min., on getting connected they try to avoid to book a refill before a period of 21 days after having delivered previous refill and they supply the refill after 7-10 days from the date of booking. Now sir, plz you tell me how it is possible to continue with this situation.
