Local Messages clarification

I have paid the current bill, I would like to know the following doubts,

1) Local Messages 200 -free, bill indicates 191 messages.

2) Upon clarification I have been charged for the messages sent on New Year 01-Jan.

3) I would like to have the agreement copy/ form duly signed by me 3 years back, for Messages sent on

01-New year, the rate applicable is charged.
