Broadband not provided but being billed

Hi,

My number is 28533693 under KR Puram exchange, Bangalore. I had applied for broadband in Feb08. Finally in Oct08 the lineman came with userId and password and configured the modem and told he'll connect stuff at the exchange and the connection will be usable from next day. But the connection never works. The modem never shows indications of link availability. I know for sure they have not done the necessary connections at the exchange.

But they have completed the work order and BSNL has started billing me for the service which I'm never able to use. This is the second time this is happening to me. I have again run from pillar to post to get the rebate and the BB now.

The first time was when I shifted my telephone to this exchange, I had phone BB on my old exchange. These guys shifted the the phone but did, nt provide BB, but completed the shift order for both. Finally I was told the exchange had no ports. I had to run pillar to post to get the refund for the BB. At least the customer care of BSNL was very helpful in that case.

I'm not sure why BSNL does not have any accountability and repeat and haress customers. Can this be corrected at the earliest
