FREE HOUR USAGE BILLED

I am using BSNL broadband internet using wifi modem on plan Home500C which has free net usage between 0200hrs and 0800hrs. Phone no: 07612673904. Last month i got a bill of Rs 3500. Most of my net usage was during the free hours. On verifying at the usage details account portal of BSNL, i could find that a portion of my free download was also metered as chargable. It is clearly shown in the website that on many occassions, usages upto about 0230am are charged. On approaching BSNL customer service office, i was told that this occurred since i was continuosly browsing before the free hours started. and that i should have switched of the modem and restarted after 0200am. BUT this explanation sounds foolish as BSNL has nowhere told about this before. If this is the case, then BSNL is making undue profit by decieving customers like me. Can anything be done to reslove my issue? kindly help.
