Very low speed

I have bsnl connection 750 ul plus for almost a month i live in bahadurgarh the actual speed is 250kbps but my downloading speed is 25kbps approx. earlier when i asked them about downloading speed that u will nearly get 100kbps so i went to office 4 compliant they told me that 250kbps is surfing speed and downloading speed depend upon server and the ratio of surfing and downloading speed is 10:1 is it possible please see to this issue and try to tel me the solution via email thanking you
