Discrepency in internet usage

Hi,

I have an BSNL Broadband internet connection, my plan is HOME-500 COMBO, where offers 1.5 GB free, but for last two months a discrepency in usage i.e bsnl internet site shows total usage for the month AUG is 1.47GB and bill shows 1.76GB, I dont know which one is correct and either site usage or billing usage! in this regard i have booked complain but no proper reply was given by bsnl, I want to know to whom I complain against this, to resolve my problem. Kindly reply me soon.
