So late for new connection

I applied for a new connection on date 06 september.after 10 days i ask to mr. V.K KATARIYA for connection then he convene me for phone connection and after that broadband connection.but till now broadband connection not established.approx 20 times i call to mr. RAM NIWAS but he never attend me on phone.
