Broadband connection not activated after the deposit was made

Dear Sir/Madam,

I subscribed a BSNL Broadband connection through one of their franchisee-Vasantha Communications (P) Ltd., on 23/08/08. They have given me the acknowledgement receipt with serial no.514 and promised me that the connection would be made in 10 days maximum time but to my astonishment it is not made till now.

I have received only the phone connection that too the phone's display is blank. Numerous calls to the execution department has fallen in deaf ears.

The franchisee pushes the ball to BSNL saying that their work is just to collect money and assure connection, the execution is vested with BSNL.

Now please tell me should i make a complaint on BSNL or the Franchisee? Pleasae help me. Tell me where to file the complaint?
