Providing no information on the scheme of 20% rebate to government employes

I took BSNL broadband connection around 2 years back.

I am an government employee. And there is a scheme in BSNL which provides 20% rebate to broadband customers, which I came to know few days back.

Though I am submitting the form now but can i request for the refund of 20% of money of past 2 years?

I want to ask the BSNL officials that don't they have an "automated" system which would tell their customers about the scheme, while submitting the Application?

Please provide me the information regarding this.
