Datone Broadband Connection not recieved after payment also

I am Paavani Naveen, I have applied for the Dataone Broadband BSNL connection and paid 2000 INR to the BSNL employee named B.Raj on 16 June but still we didn't get the connection. They have just given us the telephone set. And when we are making calls to the number provided they are not receiving it properly.

I need to know when can we receive the connection.

How can they be so irresponsible?
