Erratic connection

My broadband connection was disconnected on 7th of march'09.i called up the BSNL office and they said that the server was down.this continued for 3 days.even after the server started working my connection was not restored. again i called them up and they asked me to lodge a complaint with 1500.i did that.after 2 days the line was cleared and the broadband connection was restored but the password couldn't be verified.it took me another 10 calls to various numbers doled out by their call center executives.everyday somebody from their office woud call up and ask what error it was (error 691) and promise to call back but never called.after calling them persistently and also resorting 2 threats of withdrawing my subscription i was finally granted a new password today i.e., 17th of march '09.i havn't got the services for 10 days.is there any way by which i can get a discount on the rental for that?
