LL is Not working last Two Years

It is out of order for the last two years. on enquring SDO (TEL) Arki Distt Solan HP told us that cable had been damaged underground. Later the telephone cable about 400 Mtrs were theft. under the circumtan ces SDO Tel Arki allot us a post paid WLL No. which do not contain Internet services on the rate it is awailable on the LL now i want to know how long the dept will take to restore my LL number 01796 245137.
