About deduction of money without any preinformation

I've got bsnl lifetime connection.i've been using it for three years.then one day my almost 100 rs balance was made to zero.i kept on calling customer care then he replied that bsnl has changed its scheme now.a recharge of atleast rs 130 is to be done every 6 months or the sim will expire.earler this was rs 60.HOW CAN THEY DO THIS TO ME WITHOUT SENDING ANY MESSAGE?
