Non activation of excel power even after 3.5 months

I have registered for the excel power facility provided by BSNL to their Pre-paid customers on 26th of June this year. I am regularly in touch with Customer Care. I am always geting the new complaint No and the assurance that very soon my service will get activated. My last Complaint No is 3628326 (Kolkata circle). What should I do now to get the activation of the Excel Power Facility of BSNL Mobile?
