Broadband Connection not working

I am subscriber of BSNL broadband connection on line 020 24394739. Since may my connection started working erratically. Now it is not working at all for last 4 months. Even after repeated complaints it is not working. I am paying bills for connection that is dead. Can I get refund on rental for non working period? Can BSNL executives look in the matter & start services?
