Inactive basic phone

I brought a new basic connection in aug09.It worked for 15 days and then it was suddenly disconnected. I have registered complaint many times but Even after 50 days of complaint no body has come to resolved the issue.when i went to them for permanent disconnection, they asked to pay the bill which i have not used.
