Telephone bill during non working time

My telephone no. 079-25892392 was not working since last april. Bill were raised by department during this time. We paid complete bills for May & june. On receipt of bill of july, we contacted local telephone exchange and they provide us rebate for 21 days. we paid that remaining bill. afterwards they issued another bill for month of august. Our phone starts wotking on dt.19/09, As we have contacted telephone exchange for rebate for the month of august, they refused to do so, and informed us for disconnection of telephone if we do not pay complete bill for august. On answer to going for consumer court, they suggested us to go for high court, than also our phone will be disconnected. Currently our phone is working, but we do not know when it will be disconnected. We are runnning small company, this disconnection (with broadband connection) will held our business.
