Wanting Evdo Connection

Hi i want evdo connection in kapurthala.. but in kapurthala exchange SDO said we provide u Evdo in 2 Months but, when i go for evdo connection after three months... they said no... there is no availablity... what can i do... when i get this evdo connection in kapurthala... plz tell... iam waiting for evdo from 5 months...
