Server is too slow

myself lakhi prava hazarika

i have bsnl evdo data card. this bsnl internet server is too slow since last week. i always paid monthly rental worth Rs: 800.00

i always harmd 4m this internet server. i have lots of official work by networking but this internet server always too slow then how can i do that. this internet server speed 2 mbps but i always get 10 to 20 kbps

why???

i need fast server then i can do the my official and other work,
