Replaced SIM not activated even after 24 hrs

My uncle Mr. Natwar B. Pingle lost his mobile in Pune. He was using number 9420406157. I lodged complaint at Police station and submitted a copy to BSNL office at Wanworie, Hadapsar Customer Care. I got new SIM card at Rs.120 but no receipt against the amount. I was told that the card will activated till 2:30pm on 29-09. But even after 24 hrs its not activated please do necessary as early as possible.
