Bills not received

After every two months my landline 020-26692684 is barred because of non-payment however i never receive any bill from BSNL pune I had complaint about it last time but was fruitless.

Now when i have asked for bill, BSNL Pune has given me two bill. One for last 2 months and other back dated for 1/11 to 31/12
