Nonactivation of SIM

I had applied for conversion of my postpaid mobile no. 9413333267 to that of prepaid on 02.01.2009 at BSNL customer care centre Jaipur and was assured that this will be done within 24 hours. I was given a new SIM after taking back the existing one but sorry to mention that the new SIM has not been activated till now despite my repeated visits and complaints to the BSNL authorities.
