Charging for gprs settings

I got a excel prepaid uttaranchal sim of phone no. 9456100871 when ever i changes the handset or reinsert the sim in phone they deduct 2Rs for requesting gprs and mms settings and i dont use any of this service i had called the cc they tell me about some option which i didn't find in my phone to switch it off so i request you to please deactivate this sms mms settings service from my phone or pls don't charge me for that
