Configuration of Router and Modem not proper and no Response from Service Provider on the Same

I have taken an internet broadband connection from bsnl in jamshedpur. I had reinstalled the operating system and after that i have tried to configure the router so that i can do voice chatting tru google talk and yahoo messenger but i couldnot do so. I complained abou the same in the bsnl office but every time they dismiss the compalin saying its problem of computer i had reinstalled the os many times after that but i still have the same prob i have tried with every possibilty of checking the OS and it has absolutely no problem. But the BSNL ppl can't have this simple thing that they need to configure the router. its been a month that i have this problem but still no action has taken place
