Non connection to mobiles starting no 9

Dear Sir,

It is now becoming a common problem dailing cells starting no 9 or91 from bsnl phone or cell.

This problem has started from the recent past when bsnl has started

new dailing changes.

I just want to know what is the solution for this problem.
