Call not completing orb connecting

I recharged my BSNL Prepaid mobile (mobile no 9475685281) with 399 rupees on 8th june.the retailer told me that I can call any local BSNL number free of cost. I am calling all the numbers without any difficulty but when I am calling my home no (mobile no 9475622141) my mobile is displaying "NETWORK BUSY" from 9th june. I am calling the BSNL customer care almost every day from the day I recharged my mobile. The customer care executives are neither saying the way to solve the problem nor giving the time limit to solve it. Will not my problem be solved? If it is a system problem then why I can call my home (Relliance) number (mobile no 9832880875) without any difficulty? Is it because of calling with expence? Is the problem occuring due to "free of cost calling"? I had to recharge my relliance mobile (mobile no 9832880875) to call my BSNL mobile & I had to recharge my BSNL mobile (mobile no 9475685281) to make call to my home (Relliance) number (mobile no 9832880875).
