Customer care executive not properly served with manner

Dear Sir/Madam,

From last one week I'm not recieveing message and when I send message - from cell its getting sent but it will not recieved by destination number. On this regard I called to Customer care executive but person asked about all settings and I'm perfect with all settings and I got Currency of 22.35 Rs. I told this and there is everything perfect from my side. But that representative is telling this kind of problem never exist. He spoke without manner. Here I'm paying money from my pocket and I have to listen whetever they say. I went for BSNL because its Indian Govt owned company. I have not went for Vodafone/others as it is foriegn company - why my money go to out of india or to any private owner. Just keeping all these in mind I went for BSNL but the service is poor. And the way customer care executive responded is worst experience I ever had. And also he refused to take complaint for this inconvinience.(I don't know what is stopping him to take complaint). When BSNL is taking money for service why cant they monitor a customer care executive closely.
