Incomming calls are banned

Sir,

i have a bsnl excel no 9414296265 (rajasthan, jaipur), i have balance of Rs. 157 and it will expire on 9/2, and BSNL has banned my incomming call. and very surprisingly not outgoing calls.

please help me
