Tariff vauture is not activated completly and updated telephone no. is also not activated

i had personally complaint for tariff vauture in which the facility of (free talktime in between 11p.m. to 7 a.m.)had given is not activated. Especially on excel numbers.even i had updated no. for excel power after 8 month, even that problem is also not solved uptil now.my no. is 9456870156.
