What "BEST USE BEFORE dd/mm/yyyy" means?

In some products we puchase in our daily life, a common phrase can be seen as "BEST USE BEFORE 12/12 (for example)" instead of some specific expiry date for that manufactured product (as we normally come across on medicine labels).

my question is that once the date mentioned on the label of the product is over, does that particular product still remain in a healthy state for use/consumption?
