Efusal to replace cylinde

In continuation of the the gas leakage complaint. The employee from krishi vihar came on 14/08 and on checking the cylinder said that the cylinder is half empty and talked to his supervisor in the krishi vihar office and after consulting him demanded that the price of half cylinder be paid even though the gas was lost due to leakage which is their fault because they did not arrive on time to change the cylinder. After arguments he refused to change the cylinder and took back the cylinder without changing the cylinder.
