Charging more by retaile

There is a shop in my area who charge double rate for almost all goods purchased in her shop. Today I purchased candle for which she charged Rs20 but the same candle I purchased for Rs 12 in other shop. and when I informed them about this she started arguing about it and I told her that I will go to consumer forum then she told what ever you want you do I am not bothered.

If it is a valid complaint please go through it and make this problem solved
