Denial of telescopic reservation at Udaipur City railway station

I have gone to computrised reservation booking office at Udaipur City of Rajasthan for getting reservation from Udaipur to Bhopal via Hazarat Nizamuddin, as there is no direct train from Udaipur to Bhopal. The booking clerk and incharge, both denied for giving reservation, by saying that new rule from April for not issuing ticket based on telescopic rates.

Kindly inform me about this as previously I used to get reservation based on telescopic rates.
