I take this opportunity to thank you for authorizing to reinstating the above flat in my name after a vigorous follow-ups of four years with Delhi Development Authority and it’s concerned officials. Initially the DDA had ignored to reinstate the flat in my name and after they understood their mistake and have taken up the matter with their Superiors to reinstate the flat in my name.

The said flat was supposed to allot me in June as per the draw taken place in March but they had issued the Demand-cum-Allotment letter to a wrong name due to which I have not received the Allotment letter. I had visited DDA’s Office on May when I came to know that the flat was allotted to a wrong name and cancelled by them without intimating me through any show-cause notice or cancellation letter - which they must have sent to a wrong person. On enquiring about the case, I have checked with then the Director (H), DDA, Mrs. Neelam Chadha and she has told me to submit a letter to reinstate the flat in my name which I have done in May since then I am running pillar to post for the last four years to get the flat reinstated in my name. At last after your intervention in June DDA had reinstated the flat in my name with a spelling mistake (As the name mentioned therein as M. Sharda instead of M. Sharada) and issued a Demand-cum-Allotment Letter asking to deposit Rs. 12, 50, 549 against the actual cost of Rs.8, 16, 000/- as per the terms and condition of Allotment Letter issued in June. On enquiring about the increase of the cost of the flat, The Dy. Director (LIG) told that it is penalty/fine. I could not understand why I should pay any fine/penalty for no fault of mine and if DDA has incurred any loss due to negligence from their officials side it has to be recovered from them only and not from me (Please refer to my earlier letters addressed to DDA Officials with a copy to you). I have made representation regarding the excess amount charged to Mr. Deepak Trivedi, The Principle Commissioner (Flats), DDA and Mr. Sanjeev Kumar Jain, Director (LIG), DDA and have sent various letters address to the Vice Chairman, DDA, Ms. Azma Mazar, Commissioner (Housing) and have put a RTI application against which I have received a reply from Dy. Director, LIG (H), saying that no further consideration will called and entertained so I thought to put my humble request in front of you. I once again would request you to kindly give the necessary instruction to concerned office to waive off the penalty/fine imposed on me for no fault of mine as otherwise I have no other option but to go legally and take the help of the media / live channels for the harassment of DDA Officials towards a woman.

While reinstating the flat it is also very clear that the mistake was done by DDA Officials while issuing the Demand-cum-allotment letter in June for which I will not be responsible. Also I have noticed they are not replying to my queries from which it is very clear they want to hide their mistake by just saying that no further presentation would be entertained in future in this regard. This is just a threatening to me and who will raise my voice for justice.

Also I would like to inform you the following scandals are going on DDA :-

“Recently one Janata flat was sold at Rs.15, 00, 000/- (Free hold) at Mayur Vihar, Phase-III (Kondli), but the registration was done at Rs.2, 00, 000/- which is very low compared to current value of DDA’s Janata Flat, due to this our Govt. is incurring heavy money on account of registration Fee amount etc. The flat allotted in 1989 on hire purchase basis and it was sold through a Power of Attorney to more than five/ six persons, but the flat is converted to free hold only on 2010. The DDA’s Official had removed two Power of Attorney from the file before doing the freehold and the free hold was done to the Second Power of Attorney before selling the flat. I have some proof as I have collected copies all the Power of Attorneys done in between seller and purchaser and how the DDA Officials have removed the Power of Attorneys from the file. This kind of corruption is going in DDA’s Office so how they will hear my genuine case which is a justified one. I am not going to pay even single paisa for corruption just I am stand as per law and no one is above the law”.

Sheila Dixit, The Honourable Chief Minister of Delhi, Government of Delhi, New Delhi - I have lost the faith on our Government’s system because being woman I have to face such harassment from the DDA Officials for no fault of mine. Would request you to kindly give the necessary instruction to the concerned officials to waive the penalty imposed on the allotment letter for no fault of mine.

CC: Mrs. Sonia Gandhi, Honourable Chairperson, UPA Government, Government of India, New Delhi…. You can see what kind of harassment I have to face while dealing with DDA Offices. Our Government is always talking about empowerment of women, but all the while we have to face the harassment from such irresponsible officials.

CC: The Chief Editor, Star News, New Delhi … I have taken up the matter with all the above, but always I am getting a harassment letter without explaining the reason. So I have decided to take up the issue through media so the public and must know what kind harassment I am facing for no fault of mine. If you need any further information, please contact me on the telephone number already mentioned. The said flat was booked 24 years back and they are harassing such a way.

You had committed to me during my discussion that this issue is genuine and will be looked after, but nothing is happened and have again visited to your office on 23rd September, but you were not in your Office. After that I have received a letter from Dy. Director, LIG (H) copy of which is enclosed for your ref.

CC: Ms. Azma Mazhar, Commissioner (H), DDA, New Delhi…….This is further to my letter dated 18th August regarding the above subject, but I have not received any reply from your end. Can you please look into this and give me a reply clarifying the points raised by me.
