Complaint regarding deliberate delay in gas refill

I Mr Sarfaraz Nawaz have been customer of Shri Shirdi Sai Indane Service Indiranagar colony Vanasthalipuram, Hayatnagar, Hyderabad.(cus no.18178) since four years. During this period, the agency has never provided refill in due time citing irrational reasons. recently, I booked the refill on 27th jan. but received the same excatly after nine days on 4th feb, that too after making several rounds and innumarable calls to the agency. I suspect that the agency is involved in serious malpractice of diverging cooking gas for comercial purpose. Beside this, though the Union government reduced the prices of gas refill by Rs 25, the agency charged the old rate. I request to laucnh an inquiry in this regard to give reprive to the customers.
