Not transferring Name from my late Fathe

We are having HP Gas connection bearing Consumer no 644/3, SV no 054968, Date-07-10-1985, in my father name Suryanarayana. M, Palakol Town, W.G.Dist, A.P. my Father expaired on 18-11-97, After that I am asking the name change to me from my father. Happy Home Gas Company, Palakol, people are giving me trouble in giving consumer card, issuing gas, and name change also to aquire some amount (i.e) Rs 1000/- 3000/- as un otherised income to satisfy their regular cheeting policy.
