now a days Gas Agency is linking the Ration card to disburse Gas cyllinder. initially i worked in Coimbatore and then shifted to Chennai. Please find the draft letter prepared, to send to Coimbatore Thasildar.
Kindly do the needful to release the Gas cylinder without verifying the ration card.

SUB: Transfer of Ration card
REF: My ration card No 13/Y/862474 (1998)
With reference to the above, as the ration card period is over I applied for new ration card and surrendered my ration card to your office during the year 2006. So far I have not received the new ration card. Further to that when I enquired with the relevant officials I came to understand that I have to again apply for a new ration card as the Government has imposed new rule.
Meanwhile, I am now working in Chennai – Pammal. I shifted my family and residing in the above address. Here the Gas Agency personnel asked us to submit the original ration card proof. As I have applied for new ration card and submitted all the documents to your good office, I am having only Xerox copy of the documents.
Hence I humbly request you to transfer all documents to Chennai to the following Civil supplies office along with No objection Certificate to issue new Ration card.
