Giving fake information about winning 450, 000GBP

I would seriously like to know whether the above said information they are giving to me is true or fake.

actually i got a message on my mobile that i have won 450, 000 GBP and to claim it the Nattwest Bank of Uk require 3 documents i.e

1) my identity proof

2) certificate of award winning given to me by exxon mobil UK

3) FRO (fund release order) fro British Financial Services Authority

Now the problem is that exxon co. has sent us the certificate through attachment in their mail. but for FRO we have to give 540 pounds to any UK lawyer. I am ready to spend that amount if it is not fraud. please suggest me what to do.
