To transfer owner name in property

We have tried many times to transfer our name for our property. We have provided our all proofs in time. and we have paid all our taxes. However they are not interested in our case. Some people told to give bribe. But we are not interested in it always.

In our case our property is in Maninagar (Ahmedabad) area and my grand mother died before some years. and my mother is only one the child of our grand father. We have also all the letters of society. and our tax is also cleared at that time.

My father was an officer in Municiple School Board. how ever they are not interested to do work clearly. then how we think about local / poor public?

In our property some part is on rent and they are constructed illegal part without our any permission and for that we have also filed complain. However they have no taken any action.

So guide me about our issue.
